Peri and the Doctor are discussing the events of Attack of the Cybermen (1985), which was set in the then-present-day and in turn heavily referenced The Tenth Planet (1966), which was indeed set in 1986, and was indeed set on a weather-control station in Antarctica though that detail was not made explicit in Attack of the Cybermen dialog. Peri is in her wardrobe from Mark of the Rani (1985), the second story after Attack of the Cybermen, in which Peri makes several comments and takes several actions engaging her background in botany and environmentalism; the implication here is that after the events of that story the time-travelers resumed their interrupted journey to see Kew Gardens and resumed their discussions, and the Doctor finally let this detail slip out.
